I would not go down to a 700x28. These tires usually measure from 26 to 27mm wide. I suggest the Vittoria Randonneur Hyper, aka Voyager Hyper in a 700x32. These are very smooth riding with very low rolling resistance and flat protection. This is a faster and better riding tire than a 700x28 Gatorskin.
I've never ridden the Gatorskins so I can't compare but I agree 100% on the Vittoria Randonneur Hypers (Voyayer, now). I'm running the 32's and they are fantastic. Light, fast, pretty comfortable, no flats in several hundred miles and they corner really well. Highly recommended. I've also heard that other Vittoria tires in the same line aren't nearly as nice so if you are interested, be sure they are the Hypers.
