The way I see it, a friendly gesture to someone is the way of saying "hey we are in this community together". The ones who don't wave are saying "I'm not in your community, we are different".
Go ride the Great Ocean Road in late spring, summer, or early autumn sometime and see how many other cyclists you wave to.
