Anything that blinks in my field of vision generally drives me nuts riding... but those lights down the seat stays would be awesome.

My personal opinion is that the thing that really makes a cyclist visible at night is a bright light on his helmet. Lights on the frame are easily blocked by cars, but a helmet light is visible for a long way behind you.
