the lever is inserted all the way to the bb when setting the seat tube.

Can you use the DO alignment tool at the same time as checking and adjusting the DO CL with the ST or do you need to adjust each side seperately?
The drop outs are adjusted individually with check between adjustments. Every adjustment is actually made past the point you want it to stay at due to the elasticity of the metal. The trick is figuring out how much so it springs back to the point you intend it to stop.
Ideally you want to make any adjustments in as few tries as possible to avoid weakening.
