I've had mine for close to 2 years now and can confirm the windsor hour(about $280 @ Bikesdirect) is a great choice if you're on a budget. Its about as low as you're going to pay and still have a "real" bike that you can trust going 30mph down a hill on.

The only other "cheaper" option is to wait for a great deal on CL to come by on a fixed gear bike - or do a conversion (this will cost you ~$150 to get a quality fixed gear wheel set + track cog though I suspect you could go even cheaper).

Also add in the cost of new pedals(with proper foot retention) to the cost of the windsor our - its basically a must upgrade. Though I would also recommend getting a quality helmet and lock.
