I've ridden my buddy's kilo, and aside from the differences in handling (kilo is "twitchier" whereas the hour feels planted), they're both the same in build quality. I've had mine for close to 2 years now and can confirm the windsor hour(about $280 @ Bikesdirect) is a great choice if you're on a budget. Its about as low as you're going to pay and still have a "real" bike that you can trust going 30mph down a hill on.
The only other "cheaper" option is to wait for a great deal on CL to come by on a fixed gear bike -
or do a conversion (this will cost you ~$150 to get a quality fixed gear wheel set + track cog though I suspect you could go even cheaper).
Also add in the cost of new pedals(
with proper foot retention) to the cost of the windsor our - its basically a must upgrade. Though I would also recommend getting a quality helmet and lock.
