I bet not. This is what kills many bike races, small business folks who lose business on race day. It happens all over; it is why many races move out of the down town area or even out of the town.
Why, because most business comes in the form of people in cars.
Our local downtown crit was almost lost years ago due to protesting business folks. It was moved to the edge of downtown. The Amgen was lost to us due in part to the entire downtown being closed for the finish.
