Panacer stradius sport was packed very similar as the tire in your picture. Here is the packaging:
I don't think it is a fake. Just it might be stored in such a flat packing for too long time and got stretched. I never had folding tire. Is it normal that it does not restore U-shape even after a day?
Currently its cross-section looks like this bracket '(' and it is a 26c tire.
