Or a car is pulling out from a driveway/gas station/side street... and you are passing by at a rate too slow for their liking. So they get a head start.

99 times out of 100 they see you and mean no harm. But it seems just plain rude to me.

You got a peeve?

The first maneuver is typical whether one is riding a bike or driving a car, since I've experienced both on a regular basis. The second maneuver, not so much, since I tend to ride my bike at a fast clip.

My urban riding peeve is when a motorist deliberately goes out their way, and uses their personal vehicle to act out their aggressions upon me, making me go out of my way and contact law enforcement.
