Per rules I just made up (yet which seem completely logical to me), you are allowed to change color on saddle, cages, and bar tape at any time, but shoes and tires need to be worn out before changing or you are an elitist jackwagon.

Edit: You are allowed an exception on the tires if you purchase new wheels also.
