Obviously as soon as I give up googling, take photos, send them to myself, upload them to photo bucket, post a thread and then google and 5 minutes later find the answer. It is an IRD seatpost, but appear to have a replacement syncros top piece. Wish I had the original parts.. dammit.

Interesting, first designed in 1984 is is the original two bolt zero offset design.
