I guess it depends on what you call ready to ride. I see rusty cables and chain, which is a red flag to me, so I assume the bearings (hubs, headset, and bb) will all need to be serviced. See that sag in the chain? RD needs to be cleaned up, chain might be too long, etc. Add rusty freewheel and old tires that do not match. Nothing big, just a lot of minor stuff.
