The rear simplex should hold up for a while, it was often the front that cracked and it looks like you have a shimano FD so I'd just rock the simplex until it gives out. Despite the plastic they seem pretty robust.

Aluminum foil is cheaper than wire brushes and I've found it to be easier on the chrome than a steel wire brush.
