Panaracer Pasela tires have a nice reputation. Available in 700x23 in a skinwall with a wire bead and 700x23 skin wall with a kevlar bead as the Tourguard version. They are available from numerous vendors and on Ebay. I had them on my Miyata 312 and countless other bikes. Good affordable tires.
A bit higher up the tire food chain is the Veloflex Master 23. It is available in multiple colors, but if you order it in black, it comes with a gum colored sidewall. These affordable tires are handmade in Italy. I have these on my 85 Trek 770 and think they are awesome.
Others on here have tried 700x23 Challenge Criterium tires. i can't speak of these but many on here swear by them.
