That is a 1974 model Sports Tourer with a 22" frame in Opaque Blue. With those bikes the frames were made in batches many months in advance of production. If it is a late '74 the Weinmann rims may even be true beaded clinchers instead of being straight-walled. That one looks to be all original except for missing the Schwinn Approved (AFA made) toe clips and Lapize straps. The cables are probably all original too as evidenced by the factory original Weinmann rubber cable tip I see on the front brake cable. A very nice find, one of my favorite bikes.
