This is not bad advice. When dark, having spares is a good idea. (When dark out, I run one rear light solid, the other flashing).
I personally mount a
Cygolite Hotshot to my helmet (it has a seatpost mount, but I've never used it). It's quite bright and USB chargeable (so it's easy to charge at work).
