Please recommend a rack

Hello,

I have been wanting to get into bicycle touring for a while now and I just bought a used Jamis Coda Elite. I am now trying to find a front rack that would mount to the three mounting points that are on the bike. It fender mounts near the dropouts as well as a hole where a caliper brake would mount if it didn't have disc brakes. So, I'm thinking a rack like this makes the most sense for me:

Would this style rack, with only 3 points of contact, be stable enough with 20 lb loads?

If so, could you recommend a good rack that fits this style?

I found the Velo Orange Constructeur Front Rack, but it says specifically that it wont fit a disc-brake bike.

Would I be able to solve this problem with something like Jandd disc brake adapters?

They look pretty basic. Do you think that I could just grab some kind of spacer from the hardware store and do this (making sure to prevent any metal on metal contact.)

If you can point me in the direction of a good rack that will fit my needs under $100 please let me know.
