Bikes: '96 Litespeed Catalyst, '05 Litespeed Firenze, '06 Litespeed Tuscany, '20 Surly Midnight Special, All are 3x10. It is hilly around here!

You can't do it. That crank has the chainrings spot-welded in place and there is no practical way to remove them non-destructively and, even if you did cut them off, standard bolt-on chainrings won't mate up with that spider. You need a different crank.
