Shorter folks, people with limited range of motion for all sorts of reasons, kids, hand-crank riders, eccentrics -- all might want such a short crank. And consider: with these shorter cranks, every millimeter larger or smaller makes a bigger relative difference, so the exact 152 size is not so weird at all, especially compared to the 172.5mm cranks some people buy.
