IDK. The Felt is cheapest and closest to you. That counts for something. I think it looks kinda fun to start out on, but would be limited in some ways.

The Scattante packs the most value, but I'd hate battling traffic to check it out and you don't sound into it. GT is right behind (nicer wheels, similar frame), Rival would be nice if you aren't wed to Shimano. Portland is a long haul though.
