Riding near the gutter is extremely dangerous. Drainage grates, curbs, glass and other debris, no escape. Do not do it. Command the lane. If you need to move to the right to let a line of traffic pass that has clearly acknowledged you, so be it. But first make it clear you are occupying the lane.
Add in that drivers pulling out into the road aren't looking near the gutter or shoulder either. They won't see you if you're "far right as practicable", which means it ain't "practicable". They will see you if you're out in the lane.
