Get a cyclocross bike and put interrupter brakes on it! If you can order from Soma, you can have a local bike shop build it for you. OTOH, Surly and Salsa make great bikes that can handle rough and damaged roads too. The Surly Ogre, the Salsa Vaya, or the Salsa Fargo would seem like excellent candidates to me!
