It's a good idea to be able to test ride your new bike before buying, that's why your local selection counts. But sounds like a hybrid bike might fit your needs.

Even hybrids cannot be all things. You have to decide what features are important to you. Hybrids span the range from MTB to road bike to comfort bike.

Check out a bike with a shock fork but one that you can "lock out" like the Giant Roam.....(just using as an example.....all brands have a bike like this).......

That way, if you get rough road, you can leave the shock on, but if you get a smooth patch & you'd rather go for speed, you can lock the fork & all your pedaling energy will be put to the ground!!!

Get a cyclocross bike and put interrupter brakes on it! If you can order from Soma, you can have a local bike shop build it for you. OTOH, Surly and Salsa make great bikes that can handle rough and damaged roads too. The Surly Ogre, the Salsa Vaya, or the Salsa Fargo would seem like excellent candidates to me!
