Not too sure. Have put a 650c in the front. Handling is twitchier which is both good and bad at times. But really didn't notice a lot of other difference apart from the obvious lower front end. Oh and your brake, if you have one, obviously won't reach.
Not too sure you could run a 650c in the back as you'd compromise your BB clearance, but never tried it. It would definitely be interesting to borrow a set and see what the difference really would be. I think a lot would depend on the frame.
