The term NOS (new old stock) actually means never sold at retail, except on eBay where it means looks fairly new.
That must be in the ebay FAQ's somewhere as it is pervasive.
Fresh and in recently manufactured pads do stop better, Campagnolo does still sell them.
For the lack of a cable adjuster I installed a set of Campagnolo Daytona dual pivots on one of my mid 80's bikes. Yes, I have do adapt back to the Vintage Record single pivots when I swap bikes. Much less force required to stop with those.
