Looks like extremely basic lugwork, slightly over-built high-tensile steel. It's not collectible, even if it might be rare. There's no Major Taylor or Fausto Coppi history there, nor is there the immaculate ride quality of a Tommasini or DeRosa, nor the idiosyncratic weirdness of a Bridgestone, nor the tea-and-crumpets cachet of most hand-built Brit bikes.
As long as you don't run it into anything, it will be a good, sturdy steed for urban transport. That's all that matters here.
