It may be beyond touch up?
Without seeing how much fade your bike has, not sure if the pigment will come back but would certainly attempt. Red is 'loud' but easily hides flaws if viewed at a distance. For now, you could try the touch up (as mentioned below) and then later do a full on strip (using Bix) and re-paint.
My Hurricane project is no special or collectable, was poor cosmetically, peppered chipped and some fade. I just wanted a quick fix and without fussing with a full on paint job. With a thorough degrease and prep, but no primer, I simply applied a few layers of the Testors 921500. A few days later, lightly sanded with a 1000 grit over some of the touch-up spots and then used a 'cleaner' wax. The cleaner wax will have a small amount of abrasive. That helps in removing a top layer of fade and with luck, just below that the remaining paint will pop like original. Good enough as a 10 footer.
