As others have said, your best route is to find a shop that can build the wheel you want. Any good bike shop should be able to do this for you.

Harris Cyclery offers 700C wheels with 3-speed hubs: 622 (700c) Fixed/Single/Internal Gear and 27" wheels: 630 (27 inch) . It would be straightforward to put a 27" rim on a 3-speed hub.
