Hit up local bike shops. Be clear with them about your budget, and a good shop will eventually find you something. They may not have something in stock, but will keep an eye open for you with their trade-ins.
My favorite road bike of all time was purchased for $200 used. By buying it from a bike shop, I got a bike that had been properly tuned and was ready to ride. I rode that bike for nearly 20 years.
You'd be very hard pressed to find a reliable road bike new for that price, and I'm NOT the kind of guy who thinks you need to spend a grand to get a bike... quite the contrary.
