I'd say your hoods should be positioned so that you can easily reach the DCLs when in the drops without any undue strain, or overt bending of the wrists...this also dictates what bar shape is ideal in terms of your comfort on top the hoods. There's a balancing act with reach & bar rotation in the equation as well.
