1) it's bike racing; it shouldn't just be a test of who has the best w/kg.

2) I believe its been known to rain in other parts of France as well.

3) you can't run the TDF counterclockwise this year. For 100 years or so, the TDF has followed the same pattern: clockwise one year (Alps then Pyranees) and counterclockwise the next (Pyranees then Alps)
