Lowes has two cutters. One is $25 and the other is $41. (Don't use "diagonal cutters", you want the cable cutters that have overlapping sides.)

Rei has the Park tool cutter for $35, and it includes the cable end crimper. My Park Tool cutter is still sharp and cuts cleanly after replacing 7 or 8 cables over the last 4 or 5 years. ( I fit the housing, then recut a small amount off the end until it's just the right length.)
