can't decipher the headbadge, my monitor just isn't that sharp (nor my eyesight) but those might be Simplex dropouts...if so, not a Bridgestone and not sure about the Ted William's Sears (Puch) frames as I thought the good ones were Campy-equipt.
and agree with diegofrogs that they probably are BCM headlugs...pointing to several possibilities, none JP though, many FR or other EU brands.

Edit, If they are game, I'd offer to swap them a bicycle-frame-shaped trellis (you could whip up out of lath in a trice)...and they'd have a more appropriate base for their lights and plants...you'd have another bike project: win-win!
