That's what they are saying but those predictions have a very wide tolerance on them - something like 60% certainty at best.
The polar ice cap is at levels well ahead of last year and has been all summer. The Great Lakes are 3-6 degrees below average in temp and are likely to freeze over again this year thereby keeping the temp low. So for the upper Midwest, I think we're not likely to have a warm winter by any stretch.
