Frame is positively not 23" for starters. Probably 21" at most. I've owned two Tempos and they are wonderful bikes. $400 in my opinion is way too high. $250 for a nice one is fair. I bought one in excellent condition for $90, but that was way under market. Sold it for $250 to a happy buyer. If you haven't already, check out the schwinn catalog for that model year. You can compare original spec to what is on it now.
