Based on the fact that it is a chromoly frame, it is probably a decent quality bike, but the brand name means nothing to me.

The gearing is probably 3x5, which may mean some larger gaps between gears... I don't know NYC prices well, but because I know your prices are pretty high for used bikes, it actually seems like the price is reasonable if the bike is in great shape and ready to ride. I would offer a lower price, just to see if there is any flexibility (maybe $130) But either way, at that price, it is probably a better bike than you could get for that price new.
