No rules. It's just that 4 inch tires and rims are a lot of masss to spin. More work than needed on hard surfaces. Hard packed wet sand can easily be handled with regular baloon tires (26 x 2.00-2.235). The 4 inchers would help you stay afloat on sand like volley ball court stuff. The kind that requires some work to walk across, and snow.
