Try to be conscious of putting weight on the outsides of your feet and physically lifting the "arch" of your foot throughout the day- when standing still, sitting, pretty much whenever you can remember.
I grew up my whole life with extremely flat feet like your one pic. An ex GF told me she "fixed" her arches and I laughed at her but decided to try it.
I now have mini arches! Takes a while and I still am conscious of keeping the arch but even my family cannot believe it. Hope it helps. Good luck.
