The short answer is "Probably yes." German bike part companies (for some reason even though they use the metric system) will call a 700c tire a 28 inch tire.

To make matters more confusing, a 29" tire goes on the same diameter wheel as a 28" tire. They're both for 700c wheels with a 622mm bead seat diameter.
