Can you weigh the stem? Are you sure it is ti? Back in the 90''x faux "ti" stems were quite popular and were quite light. HL is a Taiwan company that produces (produced?) bike components. Can't remember the exact name of the company, but their parts were stamped with a scripted HL. If it is a ti stem, they would not have stamped the HL in the quill, but put it on the wedge.
