Do you tap it with French or Italian threads since the ID of the shell is 35mm? What do you ream it with?
I tapped it to Italian thread because the ID of the shell would not allow full-depth English thread to be cut. I used a Bicycle Research reamer to remove enough material for the Italian tap to engage:
