Several women in my bike club use a small handlebar bag, I think it's labeled "Bell". I've seen them at Wal*Mart.
They put them on a regular road bike with drop handlebars.
They are large enough for use as a small purse (eg: sunscreen, wallet, sunglasses, phone, car keys, comb, lip balm, coffeeshop lock) but too small for a 6-pack.
The advantage is that they are easily removed when leaving the bike mid-ride for food, etc.

On my stops I remove several things off the bike and from the saddlebag. There is a real downside to stuffing these items into a jersey pocket during pitstops.
