If the latter, that's an intriguing idea. If bike-friendly businesses installed locking bike racks, and key in and out with your credit card. Charge a dollar for convenient, secure locking - I'd pay it.
Clever idea, but it would have to be as convenient as these docking stations but somehow it would need to lock the frame and both wheels.
