In this case, rare just means did not sell well. During that time period, someone interested in a touring bike could get a nice steel frame bike, with cantilever brakes, braze ons for front and rear racks and fenders, etc.

People often confuse rarity with value. Think 1965 Ford Mustang versus 1965 Rambler Marlin. One is rare, the other is valuable (10,000 Marlins sold, vs 560,000 Mustangs).
