Maybe yes, maybe no: somebody touched up the scraped/chipped paint on the down tube, if it was crashed I'd expect a similar patch of damage on the Top Tube just past the lug tip...is there any? The photo above doesn't seem to offer any obvious "bent fork" smoking ***, so the jury's still out. Check the UNDERsides of both tubes in the same areas, too.
I hope you don't find any damage since this frame's such a gem...
