Riding a 70GI fixed gear in reasonably hilly terrain one will experience the full range of cadence and develop the grunt to get over the lumps and the supple high cadence to spin down them, or walk. It's not either or, effective cyclists can produce big watts on demand and spin along comfortably for long hours as required.

That being said riding FG on the road is not for everyone but seat time/base miles on a FG is the Old School method to develop the widest power band in a simple no nonsense program.
