We're talking about kids here. I live across from a school yard. Kids throw their coats and jackets all over the lawn. They could care less where they throw their helmets while they're playing.
Probably need some helmet police at your school yard to assure that all helmets that are "thrown off" are confiscated as suspect damaged goods and require replacement with a new helmet. Just to be safe, ya know.
The helmet police can call for parents to pick up the de-helmeted children in the much safer family car.
