They came with British/ISO BBs and Headsets in the 80's

It has seat tube H2O mounts which could place it in the 80's, but they may have been added along with the top tube brake cable guides which were a style used by custom frame builders not on production bikes.

Also, the fork may be a replacement as it seems to be a little better quality than the frame.
