Brake options for nondrilled fork?

This is, among other things, a public call to treechunk to remind me of a option he mentioned last week: namely, a cantilever system that clamps onto fork blades for track forks that aren't drilled.

I know there's always the option of a new fork.

Also, I'm aware of a clamp-on system that Keirin riders use to make their bikes street legal. There was a link to an eBay auction way back, but I haven't been able to find a source since. Anyone know of anything?
