Yes, if there is enough meat on the crown and the distance from center (driled hole) is enough for the caliper to mount and contact the braking surface. Some track forks have millimeter-ish clearance between the crown and the tire, these are a case-by-case basis as to drilling or not. Your best bet is to get out the tape measure and see how the brake will match up prior to drilling.
