Water on the brakes is a new one. It sounds like a combination of glazed pads and a glazed rotor. The first thing I would try is rubbing down the pads and the rotor with 400 grit wet or dry sandpaper, then cleaning them with alcohol and reinstalling. This will take care of the glazing. You may also have issues with the air in the system so bleeding and fluid replacement are a good idea.
